He is also ordered to forfeit $1,151,665.76 in ill-gotten gains and pay $1,349,318.76 in restitution.
Albert Melin, the former treasurer of the volunteer Patterson Fire Department, was sentenced Friday by U.S. District Judge Nelson S. Roman to 33 months in prison for fraud and tax charges arising out of his embezzlement of more than $1.1 million from the PFD.
In addition to the prison sentence, Melin, 46, of Cary, North Carolina, was sentenced to three years of supervised release. Judge Roman also ordered him to forfeit $1,151,665.76 in ill-gotten gains and to pay $1,349,318.76 in restitution.
According to documents filed in court, Melin, a chiropractor, was elected treasurer of the PFD in 2013.
From in or about December 2013 to in or about October 2015, Melin embezzled PFD funds under his control by writing checks to the two businesses he owned, 211 Medical, P.C. and N.A.S. Management Co., Inc., Preet Bharara, the United States Attorney for the Southern District of New York said in the announcement.
He also charged expenses of 211 Medical and N.A.S. to the PFD’s debit card.
Melin embezzled more than $1.1 million by writing more than 130 fraudulent checks. He used the money to support 211 Medical and N.A.S., to make payments on his home mortgage loan and to pay personal expenses, including the costs of family vacations. He failed to report this income on his personal return for 2014 and falsely reported some of the embezzled funds as revenue on the corporate return for 211 Medical in an effort to disguise their source.
On November 2, 2016, MELIN pled guilty to one count of wire fraud, which carries a maximum sentence of 20 years in prison, and one count of subscribing to false tax returns, which carries a maximum sentence of three years in prison.
Bharara praised the outstanding investigative work of the IRS, FBI, New York State Comptroller, and New York State Police. He thanked the Putnam County District Attorney’s Office for its assistance in the investigation. This case is being handled by the Office’s White Plains Division. Assistant United States Attorney James McMahon is in charge of the prosecution.

Two from Brewster Arrested in CT Home Depot Theft Spree: State Pot
Two suspects were arrested in connection with an organized theft scheme involving Home Depot stores in Fairfield and New Haven counties Friday, according to State Police. Following a three-month investigation, Marissa Ghiazza, 28, of Brewster, NY, turned herself in to state police detectives Friday. Police later arrested Kenneth Matthews, 31, of Brewster, NY, who they say co-conspired with Ghiazza in the scheme.
Police say that the scheme targeted 13 stores across thew two counties, and that the two were living at an Ellsworth Street apartment in Bridgeport.
According to the arrest warrant, Ghiazza and Matthews would take an item from the sales floor and return the item with an old receipt. They would be issued a store credit, and would purchase the same item at the store or at another Home Depot location.
The two would later pawn the item off and save the receipt to be used again for another "purchase," the arrest warrant alleges. Police learned of the scheme after a complaint from an internal investigator hired by Home Depot.
Police say they reviewed 87 surveillance videos between Jan. 15, 2016 and Jan. 9, 2017. Matthews was seen in each of the 87 surveillance videos, and Ghiazza was seen in 19 of the videos. In 53 of the videos, Matthews was seen with an infant child and Ghiazza was present for 19 instances. lice Matthews is alleged to be responsible for approximately $30,000 in thefts, and Ghiazza has been linked to $3,000 in thefts. The scheme targeted stores in Derby, Stratford, Fairfield, Bridgeport, Danbury, East Haven, Hamden, New Milford, North Haven, Norwalk, Orange, Trumbull and Waterbury .
Ghiazza was charged with organized retail theft less than $10,000, conspiracy to commit organized retail theft over $10,000, conspiracy to commit larceny, and larceny in the third degree. She was released on a $10,000 surety bond and is due in Bridgeport Superior Court on May 5.
Matthews was charged with organized retail theft greater over $10,000, conspiracy to commit organized retail theft over $10,000, conspiracy to commit larceny in the first degree, and larceny in the first degree. He was held on a $25,000 bond and is due in court on May 5.

Man Menaces Trooper With Box Cutter in Putnam County
Putnam County Sheriff Donald B. Smith reports the arrest of a Dutchess County man on multiple charges after he allegedly threatened a sheriff’s deputy and a state trooper with a box cutter following a disturbance in Putnam Valley.
A deputy sheriff and a state trooper responded at 10:09 p.m. March 27 to a 911 call reporting an altercation at a residence on Lake Drive in the Lake Peekskill section of Putnam Valley. Along Lake Drive near the residence, the deputy and trooper encountered one of the parties involved in the incident, Mark D. Tomkins, 36, of Holmes, NY.
Tomkins, who police said appeared to be intoxicated, became hostile. Police allege he pulled a box cutter from the waistband of his pants and brandished it in a threatening manner toward the deputy and trooper.
Ordered repeatedly to drop the weapon, he eventually complied, but then resisted arrest and had to be subdued, police allege.
The deputy charged Tomkins with menacing a police officer and criminal possession of a weapon in the third degree, both class E felonies, obstructing governmental administration in the second degree and resisting arrest, both class A misdemeanors, and disorderly conduct, a violation. The felonies and misdemeanors are punishable by up to seven years’ and one year’s incarceration, respectively, and by fines of up to $5,000.00 and $1,000.00, respectively.
He was arraigned before Putnam Valley Town Justice Gina Capone and was committed to the Putnam County Correctional Facility in lieu of $10,000.00 cash bail or bail bond pending a future court appearance.
